Parliamentary Elections in Bulgaria 2026: OSCE's Preliminary Findings and Conclusions

International observers from the Organization for Security and Co-operation in Europe (OSCE) and the Council of Europe (CoE) assessed Bulgaria's 19 April early parliamentary elections as competitive and generally well-administered, but took place in a climate of deep political polarisation and negative campaigning. Voter turnout increased compared to previous rounds of repeated elections, and fundamental freedoms were respected. Election day itself was largely calm, though isolated procedural irregularities were noted.

The observers flagged several structural concerns. The legal framework leaves a number of longstanding ODIHR and Venice Commission recommendations unaddressed, particularly around candidate residency requirements, sanctioning of electoral violations, and mechanisms to challenge results. Campaign finance rules lack pre-election reporting requirements and do not cover third-party or online political advertising. The media environment, while pluralistic, was marked by political and economic influence over editorial decisions, widespread self-censorship, and weak analytical coverage — limiting voters' access to impartial information. Online campaigning remained largely unregulated and served as a vector for disinformation.

Women remain underrepresented in political life; few parties actively promoted female candidates, and there were documented instances of gender-based smear campaigns, including AI-generated content used to defame a woman journalist. Alleged vote-buying and intimidation persisted as concerns, despite measures taken by authorities to address them.

The Council of Europe delegation called on political leaders to translate the strong voter turnout into stable and credible governance after years of prolonged political deadlock.
