Report of CSD

Ahead of Bulgaria’s 19 April 2026 parliamentary elections, this analysis identifies Telegram as a major digital blind spot and a material vulnerability in the online information environment. While regulatory attention remains focused on platforms designated as Very Large Online Platforms (VLOPs) under the Digital Services Act (DSA), Telegram operates with far less transparency and weaker scrutiny, serving as a primary vector for foreign information manipulation.

The briefing maps a dense, pro-Kremlin ecosystem that significantly intensified its activity throughout March 2026, with posting volumes surging by 75%. The analysis found that over 56% of monitored content circulated in coordinated clusters, reaching audiences nearly three times larger than isolated posts. This infrastructure, comprising high-volume aggregators, Russian-language relay channels, and domestic political actors, systematically fuses geopolitical propaganda regarding Ukraine and the European Union with domestic electoral messaging. By utilizing sophisticated rewording and translation techniques to mimic organic engagement, these coordinated networks work to erode trust in the democratic process and frame the upcoming vote through the lens of institutional collapse and external crisis.
